Role, Mandate, and Functions

Role

(1) The Secretariat of the National Economic Council operates under and is accountable to the Chairman of the National Economic Council through the Executive Secretary, while being administratively coordinated by the Minister.

(2) The Secretariat of the National Economic Council is led by the Head of Secretariat.

Functions

The Secretariat of the National Economic Council is tasked with providing technical and administrative support to the National Economic Council.

In carrying out that mandate, the Secretariat of the National Economic Council performs the following functions:

a.

coordination and preparation of plans, programs, and budgets;

b.

management of financial affairs;

c.

management of human resources, organization, governance procedures, and bureaucratic reform;

d.

management of data, information and communication technology, as well as information security;

e.

administration, records management, documentation, and protocol affairs;

f.

household and office affairs;

g.

management of state assets/property and procurement of goods and services;

h.

coordination and drafting of statutory regulations, as well as legal advocacy;

i.

implementation of performance accountability;

j.

monitoring, evaluation, and reporting of Secretariat activities of the National Economic Council.
